Kenya is providing the venue for prosecuting the pirates. Looking at a map of Somalia, the country is practically all coastline. There aren't really any African nations near it. Kenya and Eritrea, but their navies are quite small, mostly consisting of patrol boats. Ethiopia has no coast. Djibouti has its own issues, but provides bases for the US and other countries. That's pretty much it. The European countries and the US have economic interests, such as owning the tankers and ships sailing though the area.
